Ok, so after deleting all my mods, and performing a hard reset the issue was fixed after reinstalling everything. BUT once I get back down to around mb free space the problem rears its head again. It's as if I only actually have around 4. If I try to install anything when I get down to mb free space it tells me I don't have enough freeemory to install.
Right now I'm having to delete existing mods from my load order if I want to use new ones which isn't ideal. Does anyone else have experience of this space cap at 4.

What could be taking that space up if not deleted mods? This is why I'm suspecting I actually have less than 5gb in reality. Do what I did. Just keep trying to download a mod you wanted. A better way to reduce everybody's cache is to set your console to "slow" start up and slow power off options.
